Draft MINUTES - January 15, 2009 NCIHRA BOARD & MEMBER MEETING

7:00 - 8:15pm at No Co Ice Center, Windsor

1. Secretary for this meeting: Marshall Flug

2. In Attendance:
Marshall Flug, Tom Becker, Mark Gembarowski, John Yunker, Al Fuciarelli

3. Board Quorum: Yes

4. By-laws: Although the By-laws were updated and finalized at the last meeting, we are waiting the end of this season to implement.

5. Scheduling Issues:

a. Concern was raised about getting all Rinks posted at the same time (not one days before the other).

b. Desire to have the schedulers conduct some coordination. Some of this is currently taking place.

c. Concerns about distributing games more evenly among all officials; and getting some of the younger officials mixed into games with more senior (experienced) officials.

d. For next year: Consider having a rotation of Schedulers, one per month, that would schedule all rinks in NCIHRA.

e. Look into using “Assignbyweb”. Mark to check with DanV and others to see about the cost.

f. NCIHRA continues to support the use of paid scorekeepers.

6. Extra pay for last minute fill-in by officials: Decision was No. You do this for the game fee and to help out the association; the schedulers will recognize this and take into consideration in future game scheduling.

7. Game Fee Breakdowns: Although some game fees we (NCIHRA) use are slightly different then CIHRA, we will stay with what we are using till the end of this season.

8. Scrimmages scheduled and how paid: Encourage associations and teams to schedule and work through NCIHRA for assigning officials and payment; but ultimately they have discretion to do as they please.

9. Special Rule(s) discussion: A question from the seminars, regarding what to do when there is no certified coach left on the bench. Per Matt Leaf’s response, the game should go on…

10. Mentor/evaluations:

a. Let’s try the “big brother” approach; where a Mentor would sit in the stands with a younger official and observe/discuss the functioning of an experienced official working a game. NCIHRA will pay the Mentor the same fee as if on the ice.

b. Discussed what we are getting done with the December and January tournaments.

c. Raised the issue of where we are with having every senior/experienced official over 18 perform at least one evaluation or mentor.

11. Roster: The Schedulers are updating the Roster that is maintained on the web site; access is currently only to those with web site ftp access (schedulers, Pres., and webmaster).

12. Other Items or Issues: None.
